Chapter 9: The Witness Who Changed Everything

Special Agent Lena Price regained consciousness in the back of a moving vehicle.

Her wrists were secured with plastic restraints. Her head throbbed, and the taste of blood lingered in her mouth.

Across from her sat Maya, pale but unharmed, holding a small black pouch.

Elias sat beside the girl, one arm wrapped around her shoulders.

For a moment, Price couldn't remember how they had left the maintenance building.

Then she remembered the lights going out, the sudden movement in the corridor, and the sharp impact at the back of her head.

She tested her restraints.

“Where are we?””

Elias looked toward the front of the vehicle.

“On the service road.””

“Who is driving?””

A familiar voice answered from the front.

“Someone who would prefer not to be arrested today.””

Price's eyes widened.

“Colonel Reed?””

He glanced at her through the rearview mirror.

“Good afternoon, Agent.””

Price pulled against the restraints.

“You kidnapped us.””

“Technically, I extracted you from an unlawful seizure.””

“You are under arrest.””

“Again, yes. I seem to be developing a habit.””

Maya looked at him with disgust.

“You threatened to kill us.””

Reed's expression shifted.

“I did not intend to kill you.””

“You said none of us would leave the building alive.””

“I was trying to prevent a much larger disaster.””

Maya stared at him.

“You always have an excuse.””

Reed looked away.

For several seconds, only the engine filled the silence.

Then Price spoke.

“Where are you taking us?””

“To someone who can help.””

“Who?””

“Someone Thomas Vale has been trying to silence for seven years.””

Elias stiffened.

“You mean the first witness.””

Reed nodded.

Price watched him carefully.

“You told us the first witness was Evelyn Brooks.””

“I told you Evelyn was the first witness in the official investigation.””

“What is the difference?””

Reed took a turn onto a narrow road lined with trees.

“The official investigation began after the convoy disappeared. The real investigation began before it ever left the base.””

Maya leaned forward.

“Who started it?””

Reed didn't answer immediately.

Then he said, “A woman named Dr. Naomi Ellis.””

Price frowned.

“The civilian systems analyst?””

“You know her?””

“I reviewed her name in the Nightfall records. She was listed as having resigned six years ago.””

“She didn't resign.””

“Then what happened to her?””

Reed looked at the road.

“She discovered the surveillance program before Evelyn did. She was the first person to prove that the twelfth container was a decoy.””

Elias leaned forward.

“Why wasn't she mentioned in the recording?””

“Because the recording was never supposed to be found.””

Price studied him.

“And you knew about it.””

“I knew where the original recording was stored.””

“Then why didn't you destroy it?””

Reed laughed bitterly.

“Because I thought I'd be able to recover it when I needed it.””

“You kept evidence of your own crimes?””

“I kept evidence of Vale's crimes.””

Price's expression hardened.

“Are you claiming you were merely following orders?””

“No. I'm claiming I made a choice, and people paid for it.””

For the first time, his voice held no arrogance.

“I signed the relocation order. I helped alter the manifest. I let the casualty reports stand because I believed Vale could protect the program and keep the people involved from being exposed.””

Elias stared at him.

“You let me spend seven years in a cell.””

Reed's knuckles whitened on the steering wheel.

“I know.””

“You let Maya believe her father was dead.””

“I know.””

“You let Evelyn disappear.””

Reed's voice cracked.

“I know!””

He pulled the vehicle onto the shoulder and stopped.

For several seconds, he sat with both hands on the steering wheel.

Then he turned toward Elias.

“I cannot undo what I did. But I can help you find Evelyn.””

Elias looked at him with cold fury.

“Why should we believe you?””

Reed reached into his jacket.

Price immediately tensed.

“Keep your hands visible.””

He slowly withdrew a folded document and placed it on the seat.

“Because Vale signed this.””

Price leaned forward as far as her restraints allowed.

The document contained a transfer authorization bearing Thomas Vale's signature.

At the bottom was a facility designation.

*ANNEX 14-B — ACTIVE HOLDING SITE.*

Elias stared at it.

“That facility was never on the official map.””

“No,” Reed replied.

“It was built beneath an abandoned communications center. The entrance is concealed behind a drainage tunnel.””

“Is Evelyn there?””

“She was there yesterday.””

Maya's face lit with hope.

“Then let's go!””

Reed shook his head.

“We can't approach directly. Vale knows I have escaped. He will have moved her by now.””

“Then how do we find her?””

Reed looked at the black pouch in Maya's hands.

“Because your mother planned for this.””

Maya opened the pouch.

Inside was a small metal disk with three engraved lines and a crescent symbol.

Price examined it.

“Where did you get this?””

“It was inside the bracelet,” Maya said.

“The compartment had another layer.””

Elias looked at the disk.

“Evelyn's authentication key.””

Reed nodded.

“It was designed to unlock the original Nightfall archive.””

Price stared at him.

“Where is the archive?””

“Not on any military server. It's stored on a standalone system at the original communications center.””

“And you know the location.””

“I helped build it.””

Price's voice turned icy.

“You helped create a secret archive containing evidence of an illegal surveillance operation, and you kept it hidden for seven years.””

Reed looked at her.

“Yes.””

“Why?””

“Because I knew Vale would destroy it if he found it.””

“Then why didn't you give it to investigators?””

“Because the archive contains the identities of people who were targeted by the program. Some are still alive. Some are still working undercover. If the files are released without redaction, innocent people will die.””

Price studied him.

For the first time, his explanation sounded plausible.

Not innocent.

Plausible.

“Then we'll secure the archive and review it under independent oversight.””

Reed nodded.

“That's what I want.””

Elias laughed without humor.

“You expect us to believe that you suddenly care about the truth?””

“No,” Reed replied.

“I expect you to believe that I care about staying alive long enough to tell it.””

Maya looked at him.

“That's not the same thing.””

“No,” he admitted.

“It isn't.””

Price worked at her restraints until one plastic tie loosened against the edge of a metal buckle.

“Where is Dr. Naomi Ellis?””

Reed started the engine.

“She's the only person who can authenticate the archive.””

“Where?””

“An old community center on the north side of town. She has been living under a different name.””

“Why would she trust you?””

“She doesn't.””

“Then why would she meet us?””

Reed glanced toward Maya.

“Because Evelyn asked her to.””

The vehicle moved back onto the road.

Maya held the metal disk tightly.

“Did my mom know about the archive?””

“She helped create it,” Reed said.

“Then why didn't she tell me?””

“Because the people hunting her were willing to hurt anyone connected to the program.””

Maya looked down.

“My mom used to tell me that secrets were heavy.””

Reed glanced at her in the mirror.

“She was right.””

“Then why did you make her carry yours?””

He had no answer.

They reached the community center shortly before sunset.

The building stood between a closed laundromat and a small grocery store. Its windows were covered with faded posters, and a basketball lay abandoned near the entrance.

Reed parked behind the building.

Price had freed one hand and was working on the other restraint.

“Get out,” she ordered him.

He obeyed.

“Now put your hands on the vehicle.””

He did.

Price searched him, removed his remaining identification cards, and kept her weapon trained on him.

“I'm not releasing you from custody.””

“I understand.””

“You are cooperating because it serves your interests.””

“Yes.””

“And if you attempt to escape, I will stop you.””

Reed looked at her.

“I believe you.””

Elias helped Maya out of the vehicle.

Together, they approached the side entrance.

A small camera was mounted above the door.

Reed pressed a button.

A woman's voice answered through the speaker.

“Who is it?””

“Daniel Reed.””

Silence.

Then the woman said, “Go away.””

“Naomi, please. I have Elias Ward.””

Another pause.

The lock clicked.

The door opened a few inches.

A woman in her late fifties stood behind it, wearing a gray sweater and dark trousers. Her hair was streaked with white, and she held a heavy flashlight in one hand.

Her eyes moved from Reed to Price, then stopped on Elias.

The flashlight slipped from her fingers.

“Oh, my God.””

Elias stepped forward.

“Dr. Ellis.””

She covered her mouth.

“You're alive.””

“So I've been told.””

Naomi began to cry.

She crossed the doorway and embraced him, gripping his shoulders as if she needed to prove he was real.

“I thought they killed you.””

“They tried.””

She pulled back and examined the scar above his eyebrow.

“Where have you been?””

“That's a long story.””

Then she saw Maya.

Her face changed.

“Evelyn's daughter.””

Maya nodded.

“Do you know where my mom is?””

Naomi closed her eyes.

“Yes.””

The word nearly brought Maya to her knees.

“Where?””

“Not far from here.””

“Then take me to her!””

Naomi looked toward Reed.

“Not until I know whether you brought Vale's people with you.””

Reed shook his head.

“I didn't.””

“You expect me to trust you?””

“No.””

“Good. Because I don't.””

Price stepped forward.

“Dr. Ellis, I'm Special Agent Lena Price. I can protect you and secure any evidence you have.””

Naomi gave a tired laugh.

“Protect me? Your agency classified me as a resignation statistic. My apartment was searched twice.

My bank accounts were frozen. I spent six years moving between safe houses because people in your organization wanted me to disappear.””

Price lowered her weapon.

“Then let me help correct that.””

Naomi studied her.

“Can you guarantee that Thomas Vale won't reach me?””

“No.””

“Can you guarantee that he won't reach Evelyn?””

Price hesitated.

“No.””

Naomi nodded.

“Then at least you're being honest.””

She opened the door wider.

“Come inside.””

The community center's interior had been transformed into a makeshift operations room. Folding tables held old computers, printed photographs, and maps covered with handwritten notes.

On one wall hung a photograph of a dozen people standing in front of a communications facility.

Elias recognized several faces.

Then he saw Evelyn.

She stood beside Naomi, wearing the same crescent pendant.

Maya approached the photograph.

“Mom.””

Naomi came to stand beside her.

“Evelyn was the bravest person I ever knew.””

“Then why didn't you help her come home?””

The question was blunt.

Naomi accepted it.

“Because every time I tried, someone moved her. I found her twice. Both times, Vale's people arrived before I could get her out.””

Maya's face fell.

“Is she hurt?””

Naomi looked away.

“She's alive.””

“That's not what I asked.””

A long silence followed.

“She's been injured,” Naomi admitted.

“But she is still fighting.””

Maya wiped her cheeks.

“Then tell me where she is.””

Naomi turned toward the table and pulled out a map.

“Annex 14-B is beneath the old communications center. Vale uses it to store witnesses and records connected to Nightfall. Your mother is being held there because she knows where the original archive is hidden.””

Elias studied the map.

“How do we get inside?””

Naomi pointed to a narrow passage beneath the eastern wall.

“There's a drainage tunnel. It connects to a service chamber below the facility.””

Reed stepped closer.

“The tunnel was sealed years ago.””

“Not completely,” Naomi said.

“I found the access point last month.””

Price examined the map.

“We'll need a tactical team.””

“No,” Naomi replied.

“Vale has people inside the local command structure. If you request a formal team, he'll know before they arrive.””

Price's expression hardened.

“Then I'll contact an independent federal authority.””

“That takes time.””

“And rushing in without support could get Evelyn killed.””

Maya stood between them.

“Then we need another way.””

Naomi looked at her.

“Your mother said you'd be the one to find it.””

Maya blinked.

“She said that?””

“Yes.””

Naomi opened a drawer and removed a small envelope.

“Evelyn left this with me six months ago. She told me to give it to you if Elias ever returned.””

Maya accepted it with trembling hands.

Inside was a photograph of herself asleep on the couch, her mother's arm wrapped around her.

On the back, Evelyn had written a message.

My beautiful girl, if you're reading this, the people who took me have underestimated you.

Don't try to be a soldier. Don't try to be a hero.

Just remember who you are, and never let anyone convince you that love is a weakness.

Maya pressed the photograph to her chest.

Then she noticed something written beneath the message.

A series of numbers.

And a time.

*11:30 P.M. — ANNEX 14-B.*

Price looked at the clock.

It was 6:42 p.m.

“What happens at eleven-thirty?””

Naomi's face tightened.

“The facility transfers its prisoners.””

Elias stared at her.

“Tonight?””

Naomi nodded.

“Vale is moving everyone connected to Nightfall to a different location. Once that happens, we'll lose the trail.””

Maya looked at the photograph.

“Then we have to go tonight.””

Price shook her head.

“We need a plan, surveillance, and a way to get everyone out safely.””

Naomi moved to another table and opened a laptop.

“I have the facility's maintenance schedule. We can identify the access route and the transfer window.””

Reed stepped forward.

“And I know the security protocols.””

Price turned on him.

“You will provide information under supervision.””

“Fine.””

For the next two hours, they worked.

Naomi marked the tunnels. Price contacted an independent investigator and arranged for a small response team to remain on standby. Elias studied the facility layout, identifying the rooms where he had once been held.

Maya sat beside him, listening.

Every few minutes, she asked another question.

Where would the guards stand?

How many doors led outside?

How could they make sure her mother didn't get left behind?

Elias answered as carefully as he could.

At 9:58 p.m., Naomi discovered a problem.

“The transfer schedule has changed.””

Price looked up.

“What do you mean?””

“Vale moved it forward.””

“To when?””

Naomi checked the screen.

“Ten-thirty.””

Elias stood.

“We have less than thirty minutes.””

Price reached for her radio.

“Then we're going to need that response team now.””

Reed looked at the map.

“There is another entrance.””

“Where?””

“Below the western loading platform. It leads directly to the detention corridor.””

Naomi shook her head.

“That entrance was welded shut.””

“Not anymore.””

Price stared at him.

“How do you know?””

Reed looked down.

“Because I ordered it reopened yesterday.””

Everyone went still.

“You knew Vale was planning a transfer?”” Elias demanded.

“I suspected it.””

“And you didn't tell us?””

“I was trying to confirm the destination.””

Elias grabbed Reed by the front of his shirt.

“You're still protecting him!””

Price stepped between them.

“Enough!””

Maya looked at Reed.

“Did my mom know you were helping her?””

Reed's expression softened, but only slightly.

“She knew I was trying to correct what I'd done.””

“Then why didn't she trust you?””

He looked at the floor.

“Because I gave her seven years of reasons not to.””

A notification sounded on Naomi's laptop.

She turned toward the screen.

Her face went white.

“What is it?”” Price asked.

Naomi enlarged the image.

A live camera feed showed the interior of Annex 14-B.

Armed personnel were moving prisoners through a corridor.

At the center of the group was a woman with dark hair and a pale face.

Evelyn Brooks.

Maya rushed toward the screen.

“Mom!””

Evelyn turned her head as if she had heard something.

Then she looked directly into the camera.

Her lips moved.

Naomi increased the audio.

Evelyn's voice emerged through the speakers.

“Don't come for me.””

Maya stared at the screen.

“Mom, I'm here!””

Evelyn shook her head urgently.

“Whatever they tell you, don't open the archive.””

A man entered the camera's frame.

Thomas Vale.

He placed a hand on Evelyn's shoulder and leaned toward the lens.

“Thank you, Evelyn,” he said calmly.

“You've just made my job much easier.””

He looked directly into the camera.

“And to whoever is watching, you have ten minutes to surrender the memory card.””

The screen went black.

Maya stood frozen.

Price immediately grabbed her radio.

“We're moving now.””

Naomi began gathering the maps.

Elias reached for his jacket.

Reed looked toward the door.

Then he turned back to Maya.

“There's something you need to know before we go.””

She stared at him.

“What?””

He swallowed.

“The evidence in the archive doesn't just prove what Vale did.””

“What else does it prove?””

Reed looked toward Elias.

Then back at Maya.

“It proves that the operation was originally created to protect someone inside your family.””

Maya's breath caught.

“My family?””

Reed nodded.

“Evelyn wasn't investigating Nightfall because she stumbled across a crime.””

He paused.

“She was investigating it because she discovered that the program had been built around you.””

Maya stared at him.

For a moment, the room seemed to disappear.

“Why would anyone build an operation around me?””

Reed's expression was grim.

“Because seven years ago, your mother discovered that the surveillance program had been collecting evidence about children born to people connected to the intelligence service.””

Elias went pale.

Price turned toward him.

“Elias?””

He shook his head slowly.

“No.””

Reed continued.

“Your mother found a list of children who had been secretly monitored since birth. Your name was on it.””

Maya gripped the edge of the table.

“What did they want from me?””

Nobody answered.

Then Naomi opened another file on the laptop.

A document appeared, headed with the Nightfall symbol.

At the top was a list of names.

Below it was a photograph of a little girl with two braids.

Maya.

Underneath the photograph, a single sentence had been highlighted.

*SUBJECT M-09: PRIMARY AUTHENTICATION KEY FOR PROJECT NIGHTFALL.*

Elias stared at the screen.

Carter's earlier confession suddenly made sense.

The bracelet. The phone. The hidden archive.

They had never been merely clues to find her mother.

They were parts of a system that had been designed around Maya before she was old enough to understand what it meant.

Price looked at Reed.

“What is Project Nightfall really?””

Reed's voice dropped to a whisper.

“It's not a surveillance program.””

He looked at Maya.

“It's a program designed to identify, track, and control people who can expose the identities of every intelligence source the government has ever used.””

Maya stared at the photograph of herself.

Then she looked at Elias.

“Why me?””

He took her hands.

“I don't know yet.””

Naomi closed the laptop.

“Then we need to get Evelyn out before Vale can move her.””

Price nodded.

“Everyone stays together. We enter through the western loading platform, locate Evelyn, secure the archive, and get out. No one acts alone.””

Maya looked at the clock.

10:19 p.m.

Eleven minutes until the transfer.

She slipped the bracelet beneath her sleeve and placed the cracked phone in her pocket.

Then she took Elias's hand.

“Let's bring my mom home.””

Elias kissed her forehead.

“We will.””

But as they left the community center, Reed remained behind for one brief moment.

He took out his phone and sent a message to an unknown recipient.

*THE GIRL KNOWS ABOUT PROJECT NIGHTFALL. WE'RE MOVING TO ANNEX 14-B.*

A reply arrived almost immediately.

*GOOD. MAKE SURE SHE REACHES THE ARCHIVE.*

Reed stared at the screen.

Then another message appeared.

*SHE MUST CHOOSE WHETHER TO SAVE HER MOTHER OR EXPOSE THE PROGRAM.*

Reed's face went pale.

He looked toward the door where Maya had disappeared.

For the first time, he understood that even he had been playing a part in a much larger plan.

And the person giving the orders wasn't Thomas Vale.

It was someone whose name had been erased from every official record connected to Operation Nightfall.

May you like

Someone who had been watching Maya since the day she was born.

Someone who knew exactly what she would do when she finally found her mother.
